State Energy Program Funding Opportunities

The Oklahoma State Energy Program, managed by the Oklahoma Department of Commerce, uses funds primarily from the U.S. Department of Energy to design renewable energy and energy efficiency programs that fit the needs of the state.

Special Projects
Program Overview/Purpose
Oklahoma receives funding annually from the U.S. Department of Energy (DOE) for special projects that accelerate the development and deployment of energy efficiency and renewable energy technologies.  The DOE’s Office of Energy Efficiency and Renewable Energy provides funding for the program in the form of grants and cooperative agreements. 

The Oklahoma Department of Commerce administers energy programs and uses this funding to address Oklahoma’s energy priorities and address national goals to: 

  • Increase the energy efficiency of the U.S. economy
  • Reduce energy costs
  • Improve the reliability of electricity, fuel, and energy services delivery
  • Develop alternative and renewable energy resources
  • Promote economic growth with improved environmental quality
  • Reduce our reliance on imported oil.

Eligibility
Eligible applicants are businesses, industries, institutions of higher education, public agencies, non-profit organizations, and Native American organizations. 

   

SEP Special Projects In Action

Edmond received $72,476 in SEP Special Projects funding to build an alternative fuels fueling station that will help convert 75% of Edmond’s fleet of city vehicles to alternative fuels within the next 10 years. This station will use cleaner burning fuels (biodiesel and ethanol) to reduce emissions and help ensure a better quality of life for the citizens of Oklahoma.

   

To Apply 
2005 DOE solicitations for State Energy Program Special Project funding may be accessed on our website as soon as they are available.  The solicitation will outline the specific program categories, requirements, and funding amounts. 

Upon review of the solicitation, applicants should submit a preliminary proposal to the Oklahoma State Energy Office.  Final proposals are then submitted to DOE through the State Energy Office.  

Preliminary Proposal Requirements
Preliminary proposals should be brief (2-3 pages) and should include the following information:

  • The title of the program category 
  • Name and address of the organization, and a primary contact person
  • A brief summary of the project goals and how they address the objectives of the program category area
  • A brief summary of the project benefits
  • An estimate of the budget including cost share and amount requested from DOE
  • Identification of other potential project partners

Final Proposal Requirements
Final proposals should include the following items. 

  • Cover Sheet
  • Budget
  • Budget Justification
  • Certifications
  • Commitment
  • FFRDC Attachment
  • Project Narrative (10 page limit)
  • Project Summary (1 page limit)
  • Resources (2 page limit)
  • Statement of Program Objectives

Submit final proposals with the necessary forms to Carolyn Sullivan at carolyn_sullivan@odoc.state.ok.us     

Application Deadlines:
Preliminary proposals must be received by February 15, 2005.
Final proposals must be submitted electronically no later than March 15, 2005.


Alternative Fuel Vehicles Loan Program
The Alternative Fuels Vehicle Loan program is a low-interest revolving loan fund for private and non-profit firms/organizations.  Funded from Oil Overcharge Settlement funds, the purpose of the loan fund is to provide financial assistance in the purchase and acquisition of alternative fuel vehicles or the installation of an alternative fuel conversion system in existing vehicles.  For more information about the program download the Loan Guidelines and Application. Community Energy Education Management Program
The Community Energy Education Management Program (CEEMP) is a revolving loan fund that can be used by eligible units of local government to make energy efficient improvements in their buildings.  Funds for the CEEMP program come from Oil Overcharge Settlement funds.  For more information about the program download the Loan Guidelines and Application. Energy Loan Fund for Schools
The Energy Loan for Schools is a revolving loan fund that can be used by eligible public and not for profit K-12 schools to make energy efficient improvements to their buildings.  Funds for the ELFS program come from Oil Overcharge Settlement Funds.  For more information about the program download the Loan Guidelines and Application.
