Strategic Two-Year State of the Workforce Investment Plan (July 1, 2007—June 30, 2009)

Modification January 2012

The information below will modify the Strategic Two-Year State of the Workforce Investment Plan July1, 2007—June 30, 2009 for Title 1 of the Workforce Investment Act of 1998 and the Wagner-Peyser Act (pages 78 and 79), which can be found on the Oklahoma Department of Commerce website (www.OKcommerce.gov) and referenced at:

VIII. Administration and Oversight of Local Workforce Investment System

  1. Local Area Designations (Modifications, once finalized following a 30-day comment period, will be reflected in red in the plan currently posted at the link above.)

    1. Identify the State’s designated local workforce investment areas and the date of the most recent designation, including whether the State is currently re-designating local areas pursuant to the end of the subsequent designation period for areas designated in the previous State plan.

Local Lebor Market & Workforce Investmetn Area Designations

(Unmodified Text-Page 78) The original designation of the local workforce investment areas was in 2000. Those designations are indicated on the map above. In December of 2008, local elected officials within the Central Workforce Area notified the state that they wished to dissolve their consortium agreement that governed their collective oversight of and fiduciary involvement in the Workforce Investment Act programs.

 

With that action, the Governor agreed to accept the fiduciary responsibilities and to serve as the grant recipient provided the local elected officials would join him (Governor Brad Henry) in a new consortium agreement that would keep them involved in the regional workforce development system.

 

In April of 2009, the State received a request from Cleveland County that the local elected officials in that area were interested in joining this new consortium.

 

(Page 79) With that action, a new consortium agreement has been developed between the Governor and the local elected officials of both areas and a new Central Oklahoma Workforce Investment Area has been designated and will serve as a pilot for 1 year.

The original designation of the local workforce investment areas was in 2000. The most recent designation occurred in November 2011 and became effective December 1, 2011. The current designations are shown in the map below, dated November 2011.

WIA Designations

After more than 11 months of negotiations and the withdrawal of participation by the Local Elected Officials (LEOs) in October 2011, the Southeast Workforce Investment Board, which served seven counties in southeast Oklahoma, has been divided between the Eastern and Southern Workforce Investment Areas, effective Dec. 1, 2011.

Services for LeFlore, Latimer, and Haskell counties will now be coordinated through the Eastern Workforce Investment Board. Services for McCurtain, Pittsburg, Choctaw, and Pushmataha will now be coordinated through the Southern Workforce Investment Board.

This change will not result in service disruption to employers or job seekers throughout these counties. The Local Elected Officials (LEOs) for the Eastern and Southern workforce investment boards are in full support of this change and have approved all necessary agreements.

Service locations for the restructured Southeast Workforce Investment Area are as follows:

  • McCurtain County remains at 220 E. Washington, Idabel.
  • Choctaw County remains at 107 S. 3rd St., Hugo.
  • Pittsburg County remains at 1414 E. Wade Watts Ave., McAlester.
  • LeFlore County now uses the Workforce Oklahoma center at 106 Rogers Ave., Poteau.
  • Pushmataha County now uses the office at 107 S. 3rd St., Hugo. A local access site for Pushmataha County is currently being coordinated on a scheduled basis.
  • Haskell and Latimer counties will access services through either the LeFlore County office (Poteau) or the Pittsburg County site (McAlester) until local office space can be secured. A process to secure local space for these counties started in January 2012.

Issuances/ Memos

The Oklahoma Department of Commerce, as the administrative entity for the Workforce Investment Act (WIA), issues policy on behalf of the Governor and the Governor’s Council for Workforce and Economic Development (state workforce investment board).  The Workforce Solutions Division of the Oklahoma Department of Commerce assigns a reference number to each policy that identifies the year and sequence the policy was issued.
