Rural Action Partnership Program (RAPP)

Commerce Rural Development Specialists (RDSs) are responsible for helping communities and regions prepare for and take advantage of economic development opportunities. RDSs are the "face" of Commerce in rural Oklahoma, providing hands-on assistance as well as referrals to resources. 

Specific areas of responsibility include: 

Business Retention and Expansion (BR&E)
Studies show that up to 85% of all new jobs are created by existing companies.  Commerce's RDSs are ready to help communities understand and implement effective BR&E tools and strategies and make sure communities are familiar with the variety of resources available to help existing companies stay strong and grow.

Community Development and Economic Development
Communities must be ready to take advantage of economic development opportunities.  To that end, Commerce's RDSs must help communities create and implement a solid strategic plan, address infrastructure needs, and continue to grow by using tools like the Century Community Certification program

Global Business Services
Taking advantage of international trade opportunities is a great way for Oklahoma businesses to grow. RDSs will help communities and companies learn about the many resources available in this arena.

Business Attraction
Getting a new business to locate in rural Oklahoma can provide a real boost to the local community. RDSs work with Commerce recruiters to match communities with global and domestic companies considering locating or expanding to Oklahoma. 

Regional Economic Development Partnership Assistance/Development
Regional economic development partnerships are crucial to rural Oklahoma.  These partnerships create the synergy and critical mass necessary to get a company to consider locating in a region.  Commerce RDSs will nurture existing regional partnerships and assist new partnerships to form, giving rural regions a competitive advantage.

Entrepreneurship
Home grown businesses provide a great opportunity for rural communities in terms of job creation.  For entrepreneurs to get established and to thrive a climate that is entrepreneur-friendly can make all the difference Commerce RDSs can help communities create welcoming, nurturing and productive spaces and environments for entrepreneurs.

Workforce Development
Finding and keeping a skilled workforce is vital for existing and new companies.  Commerce RDSs have the contacts to and resources to help communities and businesses take advantage of workforce programs.

Referrals to Commerce and Partner Programs
Commerce and our partners have a wide variety of programs and technical experts.   RDSs can connect communities and businesses to the people and resources needed to solve problems and move forward.
