The Oklahoma Department of Commerce as well as its many economic development partners across the state offer all the FREE assistance you need to apply for the Quality Jobs incentive program.
The nationally recognized Quality Jobs incentive program gives qualifying Oklahoma companies money for expanding and creating new jobs. Commerce provides interested companies of all sizes a variety of free services to claim these incentives, including the following:

Beginning November 1, 2008, the Oklahoma Quality Jobs Program will require that an applicant admitted to the program after this date must file its claim for benefits with the Oklahoma Tax Commission starting with the first full quarter following the project start date.
Thereafter, the applicant must continue to file claims each consecutive quarter throughout its participation in the program. This legislative change continues to allow the participant 12 full quarters in which to ramp up to reach the $2.5 million annual payroll threshold.
Oklahoma's successful Quality Jobs incentive program promotes job growth and helps improve your company's bottom line by injecting cash back into your business as you expand and create new jobs in Oklahoma.
Bottom-Line Benefits:
This innovative program gives qualifying enrolled companies quarterly cash rebates of up to five percent (5%) of taxable wages for up to 10 years. New legislation in 2005 allows companies in the program who expand again to receive up to 6% wage rebates based on meeting certain criteria.
Eligibility:
- Open to manufacturers and certain service companies with a new payroll investment of $2.5 million or more. A lower payroll threshold is available to businesses in certain industries or as a result of location in targeted areas.
- High Impact Program - Lowers annualized payroll threshold to $1 million for businesses that produce new direct jobs to the State that are equal to or greater than 1% of the total labor force of the county in which they locate. Payout is 2.5% of taxable wages for up to 6 years.
- Small Employer Program - Allows qualifying small businesses (90 employees or less) to receive up to a 5% cash-back incentive for up to 7 years to locate or expand in Oklahoma.
- Companies must meet minimum wage and health coverage requirements.
- Companies must be registered to do business in Oklahoma and in good standing with the Secretary of State's Office, Tax Commission, and Employment Security Commission.

A Simple and Easy Application Process
1. Contact an Oklahoma Quality Jobs representative at the Oklahoma Department of Commerce, 800-879-6552, to request a preliminary cost-benefit analysis. This analysis estimates the payments that a project may be eligible to obtain.
2. If your company wishes to pursue application for the program, you then submit a formal application to Commerce. Commerce determines eligibility for the initial contract and makes the formal contract offer to qualifying companies.
