Funding Type: The Oklahoma State Energy Office receives congressionally appropriated funding from the U.S. Department of Energy (DOE) to operate the State Energy Program (SEP). Funds are distributed according to a formula that depends on the state's size, population, energy use, etc.
Match:
The SEP 20% cost match is not required for grants made with Recovery Act funds. The US Department of Energy encourages plans that achieve a high degree of leveraging, and/or projects that extend the impact of the funds.

Description:
The goals established for the State Energy Program are:
- Increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government.
- Reduce reliance on imported energy.
- Improve the reliability of electricity and fuel supply and the delivery of energy services.
- Reduce the impacts of energy production and use on the environment.
Priority Uses of Funds:
- Establishment of enforcement of energy efficient building codes and standards, and implementation of voluntary programs that impact new design.
- Loans, grants and incentives for energy efficiency and renewable energy measures.
- Building retrofits.
- Traffic Signal synchronization and replacement of LEDs.
- Industrial retrofits.

Distribution Guidelines & Timeline:
- April 27, 2009 -- Request For Proposals due to Commerce by 4:30pm
- May 12, 2009 -- Comprehensive application due to DOE
- May 14, 2009 -- SEP Award Recommendations Announced

Spending Timeline:
- Funds must be committed or obligated within eighteen (18) Months
- Period of Performance: three (3) years (State 4/1/2009 - 3/31/2012).
Wording from DOE regarding Period of Performance:
"The period of performance for these grants will be thirty-six months (36). In keeping with the agenda of the Recovery Act and supporting the goal of immediate investment in the economy, entities are required to obligate/commit all funds within eighteen (18) months from the effective date of the award."
- Must comply with State Energy Program Formula Grant federal Regulations
- Initial Application due 3/23/09
- Will allocate funds by competitive application (Request for Proposal to be issued)
- Comprehensive Application due 5/12/09
- Fund Allocation 10% of total allocation at time of initial award of Recovery Act funds
- 40% of total allocation upon DOE approval of the State Plan
- 20% of total allocation upon demonstration by Grantee that it has been obligated under its procurement system at 50% of the Recovery Act Funds awarded previously, is complying with all reporting requirements and that jobs are being created.
- Remainder of total allocation upon demonstration by the Grantee that Grantee is making continued progress .
