Homeless Prevention and Rapid Re-Housing Program

Funding Type: Formula. Funds will be allocated according to the formula used for the Emergency Shelter Grants Program. HUD has set a minimum grant amount of $500,000. Funds for communities that would receive less than this amount will be reallocated to the state in which the state is located.

Description:
This allocation is to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized.
Eligible Beneficiaries:
1) Individuals and families who are currently in housing but are at risk of becoming homeless and need temporary rent or utility assistance to prevent them from becoming homeless or assistance to move to another unit, (household must be at or below 50% of area median income), and
2) individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it.

- Short- and medium-term rental assistance
- Security deposits
- Utility deposits and payments
- Moving costs
- Motel and hotel vouchers
2. Housing Relocation and Stabilization Services
- Case management
- Outreach and engagement
- Housing search and placement
- Legal services
- Credit Repair
3. Data Collection and Evaluation
- Data Collection, including reasonable and appropriate costs associated with operating an HMIS for collecting and reporting data.

- Sept. 30, 2009 -- Oklahoma to obligate funds
Spending Timeline:
- 60% of funds must be spent by Sept. 30, 2011
- 100% of funds must be spent by Sept. 30, 2012

This Request for Proposal (RFP) details the submission requirements for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) to provide homelessness prevention assistance to households who would otherwise become homeless and to provide assistance to rehouse rapidly persons who are homeless as defined by section 103 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302).
All proposals must be submitted to the local Continuum of Care by the deadline specified by the local Continuum of Care lead agency. The contact information for each Continuum of Care and the counties within each service area are available on this web page. Call your area Continuum of Care for submission deadlines.
