Funding Type: Formula. The formula has been revised from previous years to raise income eligibility for the program from 150% of poverty to 200% of poverty, resulting in a national average of 54% more low-income households eligible for Weatherization assistance.

Description:
The Weatherization Assistance Program is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. The priority population is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burden.
Types of Assistance Provided
Weatherization Assistance encompasses a wide variety of cost-effective energy efficiency measures, including heating and cooling systems, electrical system, and energy-consuming appliances. Weatherization service providers check major energy systems to ensure occupant safety.
Specific services include the installation of energy-efficient measures such as attic insulation, caulking and weather stripping, air sealing and heating and cooling adjustments. An energy audit is conducted on each home to determine energy conserving measures that will be installed.
Distribution Guidelines & Timeline:
- 10% of the award was made available to the Community Action Agencies (CAAs) on May 1, 2009.
- An additional 40% was awarded to the CAAs on August 7, 2009.
- The remaining 50% will be awarded to the CAAs once they meet certain thresholds. The main threshold is they must complete 30% of their planned production, or 2,118 homes (30% of 7,060). We predict this will happen July of 2010.
