On May 18th, 2023, a new Community Development Block Grant Disaster Recovery (CDBG-DR) allocation notice was released by the U.S. Department of Housing and Urban Development (HUD) in the Federal Register Notice (Vol. 88, No. 96, Page 32046. Public Law 117-80). Link to Notice.
Under the Federal Register Notice, Oklahoma is eligible to receive an allocation of $7,473,000 in disaster recovery funds for necessary expenses for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et. Seq.) related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation. Per the Federal Register Notice, the only areas in which the funding can be expended lie in Presidentially Declared Disaster areas of the state occurring during the incident period as defined under the applicable Disaster Declaration 4657 and 4670. Within these eligible areas, the Federal Register Notice requires that a minimum of $5,978,400 or 80% of the total State’s $7,473,000 CDBG-DR funding allocation must be expended on CDBG eligible disaster related activities in Okmulgee County and the Muscogee (Creek) OTSA. The remaining funding will be available for CDBG eligible disaster related activities in eligible counties as defined by Disaster Declaration 4657 and 4670.

Please note that accessing CDBG-DR assistance is completely free. Report anyone attempting to collect fees for disaster recovery assistance or any other fraud, waste, or abuse to DisasterRecovery@okcommerce.gov, or to the HUD OIG. The CDBG-DR program is a federal grant, and there is no fee or cost for municipalities or residents to apply.

Retain All Recovery Documents: Commerce advises subrecipients, the public, and potential applicants to retain all receipts documenting expenditures for recovery needs. All documentation regarding the recovery process should be retained, including FEMA reports and letters, receipts for the costs of repairs, itemized invoices from contractors, documentation of insurance payouts, images of damages and repairs, and any documentation of charitable donations. This documentation can ensure that a household will get the maximum amount of assistance for which they are eligible.

Internal Audit
The Oklahoma Department of Commerce (ODOC) has employed an Internal Auditor to perform an internal audit of the Community Development Block Grant Disaster Recovery Program and its related components. The Internal Auditor will be responsible for the detection and prevention of fraud, waste, and abuse for the Disaster Recovery funds. If any fraud, waste or abuse is suspected, please email fraud@okcommerce.gov.
Federal Register Notice
On January 27, 2020, a new Community Development Block Grant Disaster Recovery (CDBG DR) allocation notice was released by the U.S. Department of Housing and Urban Development (HUD) in Federal Register Notice (Vol. 78, No. 43, Page 14329 Public Law 116-20).
Under the Federal Register Notice, Oklahoma is eligible to receive an allocation of $36,353,000 in disaster recovery funds for necessary expenses for activities authorized under title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et. Seq.) to address long-term recovery needs, particularly in the area of housing recovery focusing on low and moderate-income beneficiaries. Per the Federal Register Notice, the only areas in which the funding can be expended lie in Presidentially Declared Disaster areas of the state occurring during the incident period as defined under the applicable Disaster Declaration 4438. Within these eligible areas, the Federal Register Notice requires that a minimum of $29,082,000 or 80% of the total State’s $36,353,000 CDBG DR funding allocation must be expended on CDBG eligible disaster related activities in Muskogee, Tulsa, and Sequoyah (74946 Area Code) counties. The remaining funding will be available for CDBG eligible disaster related activities in eligible counties as defined by Disaster Declaration 4438.
