Weatherization Assistance Program Implementation

The Weatherization Assistance Program assists low-income households – particularly the elderly, people with disabilities, and families with children – in meeting their home energy needs. Weatherization improves the energy efficiency of homes and protects the health and safety of people.

The Oklahoma Department of Commerce provides weatherization funding from the U.S. Department of Energy and the Oklahoma Department of Human Services to local nonprofits throughout Oklahoma that serve all 77 counties.

Request for Applications: Weatherization Program Service Providers

The Oklahoma Department of Commerce (ODOC) is requesting applications for Weatherization Program Service Providers.

Background
ODOC has been responsible for the administration of the Department of Energy Weatherization Assistance Program and the Oklahoma Department of Human Services Low Income Home Energy Assistance Weatherization Program since 1977. The Weatherization Assistance Program’s mission is to “reduce costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes while ensuring their health and safety.” ODOC currently contracts with 8 (eight) non-profit service providers to serve Oklahoma counties’ low-income eligible families with weatherization services in residential single-family units and mobile homes. All current Subgrantees and current Oklahoma service areas are illustrated on this map.

In recent years, due to workforce capacity and increasing technical requirements, multiple counties in Oklahoma have been without weatherization services. ODOC, in collaboration with the current non-profit service providers (Subgrantees), developed a Weatherization Pathway Forward plan, to restructure the weatherization service areas and allocation formula in a more efficient way to better serve the service providers and Oklahoma families.

ODOC is issuing this Request for Application (RFA) to procure qualified weatherization assistance program service providers to administer ODOC’s high quality weatherization services to low-income families according to the new weatherization regional service areas map for at least the next five years (January 1, 2023 – March 30, 2028).

US Department of Energy, Weatherization Assistance Program, Bipartisian Infrastructure Law Funding, Program Year 2022 Proposed Oklahoma State Plan​

On November 15, 2021, the Infrastructure Investment and Jobs Act, also referred to as the Bipartisan Infrastructure Law (BIL), was signed into law. The Oklahoma Department of Commerce (ODOC) will receive $42,330,032 in weatherization BIL funding, in addition to its regular annual allocation. The funding will be awarded incrementally over a period of 5 years based on Oklahoma’s program demonstrating progress in meeting expenditures goals, production targets and reporting requirement compliance.

ODOC will be required to submit a State Plan to the US Department of Energy (DOE) regarding the program implementation plan of the weatherization BIL funding and is seeking public input on the development of the plan. From August 24 until the close of business (5:00 p.m.) on September 7, 2022, the WAPBIL State Plan will be made available on the Oklahoma Department of Commerce website for public review and comment.

Written comments concerning the draft plan may be submitted to the Oklahoma Department of Commerce, Community Development, 900 N. Stiles Ave., Oklahoma City, OK 73104, or by email to Linda Goode. Comments received after 5:00 p.m., September 7, 2022, will not be accepted.

The Oklahoma Department of Commerce will hold an in-person and virtual public hearing via Zoom on Wednesday, September 7, 2022, beginning at 9:30 a.m. to provide a brief overview of the Plan and to receive comments.
